چکیده

We study the welfare properties of majority and supermajority rules when voting is voluntary and costly. Voters in the model have private values with differing preference intensities and voting costs. Our model is non-parametric– with only weak assumptions on the distribution of the number of eligible voters, preferences and costs. We show that, in large elections, majority rule is utilitarian and that it is unique in this respect: Among all supermajority rules, only majority rule is utilitarian. JEL classification: D72

The transitive core: inference of welfare from nontransitive preference relations

This paper studies welfare criteria under an environment in which a decision maker is endowed with a nontransitive preference relation. In such an environment, the classical utilitarian welfare criterion may not identify the welfare order, and the problem of maximizing the decision maker’s welfare becomes ambiguous. In order to find a criterion that applies to nontransitive preference relations...

Statistical utilitarianism

We show that, in a sufficiently large population satisfying certain statistical regularities, it is often possible to accurately estimate the utilitarian social welfare function, even if we only have very noisy data about individual utility functions and interpersonal utility comparisons. In particular, we show that it is often possible to identify an optimal or close-to-optimal utilitarian soc...

Asymptotic utilitarianism in scoring rules

Given a large enough population of voters whose utility functions satisfy certain statistical regularities, we show that voting rules such as the Borda rule, approval voting, and evaluative voting have a very high probability of selecting the social alternative which maximizes the utilitarian social welfare function. We also characterize the speed with which this probability approaches one as t...

Utilitarianism and discrimination

Since Becker (3), a common argument against asymmetric norms that promote minority rights over those of the majority is that such policies reduce total welfare. While this may be the case, we show that there are simple environments where aggregate sum of individual utilities is actually maximized under asymmetric norms that favor minorities. We thus maintain that without information regarding i...

Claude Hillinger: The Case for Utilitarian Voting

Utilitarian voting (UV) is defined in this paper as any voting rule that allows the voter to rank all of the alternatives by means of the scores permitted under a given voting scale. Specific UV rules that have been proposed are approval voting, allowing the scores 0, 1; range voting, allowing all numbers in an interval as scores; evaluative voting, allowing the scores -1, 0, 1. The paper deals...
